The Responding to Emergency Needs from Extreme Weather (RENEW) Act would make giant out-of-state fossil fuel companies pay Maryland billions of dollars to compensate the state for the damages climate change has cost Maryland, including healthcare costs.

Introduced by Senator Katy Fry Hester and Delegates David Fraser-Hidalgo and Adrian Boafo, the first part of the RENEW Act passed in the 2025 general assembly. Comptroller Lierman is currently conducting a study of how much climate change is costing Maryland. In the 2027 legislative session, legislation is expected to force fossil fuel companies to compensate Maryland for those damages.
